They might not register in terms of the actual scent, but they might still have an effect. It's hard to say, though, because the analog works on the basis of subconscious recognition of the scent signalling the appropriate response. That's why it's important the target can at least detect the scent somewhat (not necessarily full-on, but not entirely masked).

my theory is yes.

 

I intuite that cops behave like a pheromone.

I have no solid basis for that except what I have seen supports it.
